I read your first reference and run the following command on the
Solr_Installed Dir.  I am using v. 6.2.0 and 4.10.4.  both works.

bin/solr start -f -a "-Xdebug
-Xrunjdwp:transport=dt_socket,server=y,suspend=y,address=7666"
