Have you tried leaving: <dataDir>${}</dataDir> in
solrconfig.xml and then setting the data dir for each core in the
solr.xml, i.e.

<core schema="schema.xml" loadOnStartup="true" instanceDir="someCore/"
transient="false" name="justSomeCore" config="solrconfig.xml"
