ignoring the specifics about XML, there's to aspects of this request...
1) that the response format from adds/commits be standardized along with queries
2) that the response format from errors be machine parsable.

#1 has already been done as long as people register a request handler for doing updates -
then a normal response writer is used (it's only the SolrUpdateServlet that generates the
output mentioned and that's for back compatibility)

#2 is covered by SOLR-141 as ryan mentioned.
