  How to create a new solr cluster + collection?  Easiest would be to create one from an existing
non-zookeeper server.
  
- Method 1: Environment variable (-Dboostrap_cluster=...) that could create files needed for
a new collection, including copying the local config files into zookeeper before the core
is created, then a zk-enabled core could be started.  This would also bootstrap the entire
cluster (default name = solr) if it had not been done yet.
