Are you specifying a sort clause on your query?

I'm not totally sure, but I think having a sort clause might be a
requirement for efficient deep paging.

I know Solr's cursorMark feature uses the searchAfter API, and a
cursorMark is essentially the sort values of the last document from
the previous result:
