I build org.apache.lucene.analysis.Analyzer using these options and the
suggester works 100% for me.

return CustomAnalyzer.builder()
                    .withTokenizer(StandardTokenizerFactory.class)
                    .addTokenFilter(StandardFilterFactory.class)
                    .addTokenFilter(LowerCaseFilterFactory.class)
                    .addTokenFilter(SuggestStopFilterFactory.class).build();
