LUCENE-4517 sounds like what you want: <https://issues.apache.org/jira/browse/LUCENE-4517>:
"Suggesters: allow to pass a user-defined predicate/filter to the completion searcher"

There's a patch there, against Lucene trunk from about 5 months ago, so if you want to give
it a try you'll have to figure out what Subversion revision that was, check it out, apply
the patch, then compile.
