Unfortunately (for you), my Arabic Analyzer for Java 
(http://savannah.nongnu.org/projects/aramorph) is GPL-ed.

IMHO, stemming *is* a necessity in arabic since this language involves 
prefixing, suffixing and infixing as well as written a few yet very 
frequent word agregations.
