To anyone who fixes this problem in the 7.4.0 download by copying solr.cmd from the branch_7x
checkout:  You will also need to copy solr\server\resources\log4j2-console.xml from the source
code.  This file does not exist in the 7.4.0 download, but is referenced by the script in
branch_7x.
