HTTPd config could easily limit the pages to (say) Apache committers, without any server side

Also note that if you're limiting the audience, then HA/failover should not be needed. It
doesn't sound like you would need that for the smaller audience. Our VMs have great uptime,
so failures would tend to be the software stack which generally means HA won't save you.

Point being: you can simplify your deployment.

(and also, that we tend to provide just *one* VM to each project, so asking for "several"
is typically a non-starter)
