Digging into the SolrSlf4jReporterTest failures, I'm pretty certain it is also related to
SolrCLI changing the log-level global state for all subsequent tests.  Note that the failed
test output in your comment above confirms that a SolrCLI-using test was run in the same JVM
earlier on (SolrCloudExampleTest).  Additionally, when you put in a {{BeforeClass}} in that
test which changes the log-level, the test fails reproducibly with the same error reported
above.

So the patch attached last night( SOLR-10628-loglevel-fix.patch) should resolve both of these
issues.
