SOLR-4735 Move metric reporter configuration to solr.xml:
* add metric reporting at "node" level,
* introduce reporters applicable to multiple groups, multiple registries or all groups,
based on the value of "group" and "registry" attributes,
* handle core rename and swap operations so that metrics are preserved but renamed.
* modify SolrJmxReporter to split the hierarchy based also on the reporter's name.
