Here's a new patch, simplifying the encode/decode, based on a good
idea that [~daddywri] suggested (over lunch!) to change decode to decode
to the center value.  This gets us our stability without having to
pick special double values, and it means we can use the full integer
space again, but I did need to add the same if that {{LatLonPoint}}
has about not being able to encode precisely the max value.
