Updated patch:

* Moves the creation and refactor of {{spatial-extras}} to LUCENE-7015
* Only includes refactoring of GeoPoint* classes from sandbox to spatial module
* Updates sandbox build and project {{iml}} file to depend on {{compile-test-spatial}} target
* Updates and adds javadocs to pass documentation-lint target

I think this is close, if not ready. The {{idea}} {{generate-maven-artifacts}} and {{precommit}}
targets all pass. I also updated the feature branch.
