Patch removing error logging from RequestHandlerBase entirely.  I've checked this works via
visual inspection, but I'd like to get some proper log testing in here somehow, possibly via
JettySolrRunner, which I will look at when I get a minute.

HttpSolrCall tries to be a bit cleverer about it, only logging stacktraces for server errors.
 I suggest we just remove the logging from RHB entirely.  This should also clear up some cases
where errors get logged twice.
