I hit this issue during SOLR-7274, when I was trying out the authentication layer as a separate

Here's the patch which I put out then that fixed this issue, but I had abandoned this approach
and folded in the extra servlet into the SDF & CoreContainer:
(JettySolrRunner and JettyConfig)

Essentially, I changed the SortedMap to TreeMap. Also, I had to put in a hack to avoid double
initialization of the extra filter that was added.
