Solr behaves a lot like a web container where the various components determine the parameters
accepted. In any given request various components can participate in fulfilling the request.
Erroring out for unexpected params means that we will have to keep a database of all parameters
from all components. It is going to cause a lot of problems for us devs as well as the suers
