ok - cool ... just wanted to make sure that "stale" situation was expected ...

the more I dig into ShardLeaderElectionContext's decision making process, I think looking
at state won't work because both are in the "down" state while this is happening. I think
some determination of is the node "reachable" so that PeerSync can get good information from
it is what needs to be factored into ShardLeaderElectionContext. Or maybe there is another
state "trying to figure out my role in the world as I come back up" ;-)
