I'm with yonik on this one - I think we should drop the top level config (eg solr.xml). Instead,
we should auto load folders - no config required, but if you want to override some things,
the config lives with the core folder. If you want to be able to place core folders in other
locations, we could have a sys prop that added locations. Anything required for settings (like
zkHost) would be passed on startup as sys props instead.

You can still load cores in parallel this way.
