+1, thanks for tackling this Robert!

I like this: "it is essentially a specialized payload" :)

Maybe say up front that the block size is 128 ints at a time?  Eg when we say "the block size
(...) is fixed" we could just add " (currently 128)".

When all values in the block are the same we encode that very compactly ... I couldn't see
where that's described in the docs ...
