Building javadocs is different than building 'create-package': 'create-package' also runs

the pegdown generation for documentation (which has had javascript for some time, at least
4.0-ALPHA/BETA).

I am fine with either:
* adding line to requirements
* pulling whatever this jar is via ivy

I think it should stay implemented as javascript though, because its too frustrating
to deal with the possible Windows issues involved with this URL stuff.

In all cases we should disable the 'create-package' target as its untested by itself, it may
not even work
regardless, as it is never tested by jenkins. (i opened LUCENE-4416 for this)
