This looks like a stopNow flag is never read or seen by bgTasks because the test hangs here:

I don't know why it's the case but it doesn't surprise me that it doesn't reproduce because
looking at the code a lot of things seem to be wall time dependent, as in TaskSequence:
final int slot = (int) ((System.currentTimeMillis()-t0)/logByTimeMsec);
and, what's probably worse, there are thread priority manipulations which may lead to starvations?
bgTask.setPriority(task.getBackgroundDeltaPriority() + Thread.currentThread().getPriority());
