This is unfortunate, but I think we should still pursue it?

E.g. if oracle can spin out a fix, we can (for the time being) have a
boolean parameter or something to enable charset randomization, and
once we upgrade jenkins then at least turn it on there?

I'd really like to run tests with a default charset of UTF-16 :)
