here is a first cut at using FST to hold terms in sorted DocValues. This patch holds all data
in an FST and currently doesn't support a direct source ie all FSTs are loaded into memory
even during merging. All test (except BWcompat -- wich is good!) pass. I think we can have
this as a first step but not being the default?
