All {{solr/lib/}} jars are put on the compilation classpath via the {{additional.dependencies}}
path.  I added {{log4j-over-slf4j}} to the exclude list and compile/test for all solr+contribs

bq. we can exclude it from core, and then add it back to the .war file. I'm not sure how to
get the ivy stuff setup to have .war dependencies though.

{{ant dist}} under {{solr/webapp/}}, which produces the .war, doesn't use {{additional.dependencies}}
- instead it uses {{common.classpath.excludes}}.  So I think with the above change, {{log4j-over-slf4j}}
will continue to be included in the .war.
