introduced an exception on an empty list of cores; the exception disappears in commit [1235888|http://svn.apache.org/viewvc/lucene/dev/trunk/solr/core/src/java/org/apache/solr/core/CoreContainer.java?r1=1232192&r2=1235888&diff_format=h],
but 3.6.0 was released in the interceding time.

I would call this a bug, since there are applications that will use Solr extensions to install
cores at runtime, and being able to start up a fresh instance with no cores shouldn't result
in an error.
