This patch moves the LoggerFramework abstraction to its own package and extends it to support
registering listeners.

Some things to note about this patch
* the log info is static -- we don't want multiple instances running for each Core
* By default it keeps the last 50 error+ messages

This adds log4j to the build classpath but it is not included in the .war
