We don't actually currently remove info about a shard when it goes away - this allows Solr
to know that a part of the index is missing if all replicas in a slice go own. Eventually
we will offer partial results with a warning in this case - currently we return an error.
Instead, clients reconcile the cluster layout with the live nodes listing (ephemerals) to
see what is up. It's expected that every shard that comes up and registers should at some
point come back if it goes down - unless it's 'manually' removed from zk.
