Here a patch that implements this annotation (@UseNoMemoryExpensiveCodec). I am not so happy
with it, as it also moves this codec selection shit into the LuceneTestRunner). Maybe somebody
has a better idea how to pass the flag down to LTC. Unfortunately LTC creates the RandomCodecProvider
per class not per test, so removing and readding the codecs from it is the only solution to
handle this per test method.

Mike, can you test if this fixes the problems. I had to time to check this, I only implemented
it.
