I believe the intention here was that *if* a query string contains any query operators (AND/OR/NOT/+/-)
then it's assumed the user wants *exactly* what they asked for, and the "mm" value should
not be used.

I believe in the cases where {{false==doMinMatched}} then the {{q.op}} (which defaults to
{{<solrQueryParser defaultOperator="..."/>}} should come into play, so folks using {{mm=100%&q.op=AND}}
or {{mm=0&q.op=OR}} should already get the behavior they expect (if it's not using q.op
then that definitely seems like a bug)

when people are using middle ground values for mm (ie: {{mm=50%}} etc...) then it definitely
seems like we need some way for them to indicate to edismax thta the mm should *always* be
