there was some discussion about this in the past.

the crux of the concern was that the API is really ugly and wide open and never really intended
for general use (i think the class was initially a static private inner class of the XmlResponseWriter
before some refactoring) and it should probably be cleaned up before encouraging general use
from people who write plugins
