If we're gonna go this route of having files updated in this manner, we should perhaps consider
putting a WebDAV front-end to the conf/ directory.  This would allow the full range of GET/PUT/POST/DELETE
operations in a natural file system manner.  I'm not sure what's the best way to do that...
there used to be Apache Slide, and maybe Tomcat has some WebDAV pieces?  I've lost track with
the state of the art of Java WebDAV technologies, but anyway, an avenue to consider.
