Ok cool, this is only a first proposal, in my opinion it would be good to refactor the resourceLoader
to have a resourceManager with the methods hasResource(), readResource() and writeResource(),
which is implemented diffrent for zooKeeper and local files. As soon as i have some time,
i'll try to refactor that.
