You are quite right.  I put a bug into JIRA, basically the layout.vm was referring to a older
version of jquery then what was in the Solr.war file!  I do think though that having everything
all in the /velocity directory would make it easier for someone who is new to Solr to grok
how to customize the /browse interface!  Most folks do NOT want to be adding/hacking files
in the solr.war, they just want to use what is distributed!
