The problem seems to be one of the solr classes that does some static initialization that
depends e.g. on a SolrCore be available. If this class is initialized before (e.g. in SolrMBeanTest)
it fails. The SolrMBean test is not the bug its the class that does static initialization.
How gets the func QP be enabled? is the infor about it cached in a staic var? Something like
that causes this issue.
