I am trying to simplify the build, with the prototype in SOLR-2002, whereas most things are
in a single common-build and we invoke them recursively (things like rat, dist, test, javadocs).

I stand corrected.  Build simplification is certainly a goal I support; without the flexibility
afforded by a coherent build system, issues like this one would definitely be more difficult
to implement.
