Patch implementing a UAX#29 tokenizer, along with most of Robert's TestICUTokenizer tests
(left out tests for Thai, Lao, and breaking at 4K chars, none of which are features of this
tokenizer) - I re-upcased the downcased expected terms, and un-normalized the trailing greek
lowercase sigma one of the expected terms in testGreek().
