Use packed ints for sort ords (in FieldCache.getStringIndex/.getTermBytesIndex)
-------------------------------------------------------------------------------

                 Key: LUCENE-2381
                 URL: https://issues.apache.org/jira/browse/LUCENE-2381
             Project: Lucene - Java
          Issue Type: Improvement
            Reporter: Michael McCandless
             Fix For: 3.1

We wastefully use a whole int today, but for enumerated fields (eg "country", "state", "color",
"category") this is very wasteful since you could use only a few bits per doc when there are
not that many values.
