I'm not saying it is a goal, or should be a goal, just that i seem to remember that this was teh direction that seemed to have support the last time i remember there being a big "reorg the contribs" discussion.  (i could be remembering wrong, it could be that *I* thought it was a really great idea at the time so it stuck with me, and now i'm just more ambivalent)  

A quick skim suggests this is the most recent thread i'm thinking of...
