In other words - we get a measure that relates to the angle between vectors, not a measure that relates to the angle as well as the magnitude of the vectors (which doesn't help as a sim measurement and skews the scores across queries). Another way to think of it is that we are converting the vectors to unit vectors, and just considering the angles between them - not entirely necessary, but nice if its free.
