Robert, could you flesh this patch out to a committable point?  Ie, handle unpaired surrogates,
add test case that first shows that LowercaseFilter incorrectly breaks up surrogates?  Thanks!

Is it invalid to make this assumption?  Ie, does the unicode standard not guarantee it?
