According to my understanding, test-tag runs the 2.4 tests against the 2.9 jar. Does it compile the code against the 2.4 sources or against the 2.9 jar? If the latter, then I think that explains it - the compiler sees the updated PQ and therefore there's no problem. If it compiles against the 2.4 source, then I think we should see the problem, which is in my understanding the reason why we see it before calling "clean".
