Michael Busch resolved LUCENE-1413.

    Resolution: Invalid

I'm closing this, because PlainTextDictionary has also the following public constructor:

  /**
   * Creates a dictionary based on a reader.
   */
  public PlainTextDictionary(Reader reader) {
    in = new BufferedReader(reader);
  }

So you can just pass in the InputStreamReader(dictFile, fileEncoding) using this constructor.
