I'm not sure i follow why failOnError concerns you ... but in general i think you're right
... Lucene's build system just isn't quite "clean" enough at the moment to be so critical
of javadoc issues.

as for the "Multiple sources of package comments" i'm using "Standard Doclet version 1.5.0_02"
FWIW.
