I don't follow .. won't the rubber will hit the road the first time a
committer debates committing a patch to the trunk of the core that
requires 1.5 language features?  ... that could be tomorow.

Is there anyway to keyword tag issues in Jira?  ... if there was, patches
that require the core moving to 1.5 could be flagged acordingly, and the
real decisison could be made when the quantity and total utility of those
issues gets high enough that we feel compelled to make the change so we
can commit them.
