Not really a bug. We didn't need something like that "feature" at the time. But
I can't see why it should be impossible to test with a RAMDirectory:

public void testGetWriter() throws IOException {
	Directory directory = new RAMDirectory();
	Analyzer analyzer = new StandardAnalyzer();

	// create initial index
	{
		IndexWriter writer = new IndexWriter(directory, analyzer, true);
		writer.close();
	}
		
	IndexAccessProvider accessProvider = new IndexAccessProvider(directory, analyzer);
	LuceneIndexAccessor accessor = new LuceneIndexAccessor(accessProvider);
	accessor.open();
		
	IndexWriter writer = accessor.getWriter();
	assertNotNull(writer);
	accessor.release(writer);
		
	accessor.close();
}
