FSDirectory.getDirectory(File,true) don't create a new index

FSDirectory.getDirectory(pathFile,true) only creates a directory, not an index.
This is the exactly the described behaviour. For index creation you need an
IndexWriter. You could e.g. open an IndexWriter and close it imediately in 
order to create an empty index.
