the attached patch supports phonetic searching WITHOUT creating any new terms 
or analyzers.

since the phonetic encoder is user-definable, this search type can be used to 
perform 'alternate' searches, instead of phonetic searches.

to avoid linear term searches (which is what Fuzzy search does), the 
PhoneticTermProvider interface can be implemented in the IndexReader

it also contains some optimizations to:

1. allow for disabling document normalization
2. limit the # of query rewrites which can be expensive for some queries 
(Fuzzy, Phonetic)
