I think you're asking for something reasonable.  It should be possible to
construct an FSDirectory that has locking disabled or that uses a different lock
directory without altering global system properties.  Would that meet your
needs?  If so, can you submit the proposed changes?  Otherwise it might be a
while before someone gets to implementing this.
