update post-release JIRA actions

  == Update JIRA ==
- 1. In JIRA, for both Lucene and Solr, click "Release" for the version you just released,
JIRA then asks if you want to push unresolved issues to the version you created before. Don't
do this if there are many open issues (JIRA would send mails for every issue it changes).
If too many issues are affected, you may click on the search link in the message box to get
the affected issues as a list and do a bulk change to change the fix version of these issues
manually. Uncheck the box that says "send an email for these changes". After doing this you
can go back and click on "Release" again.
+ 1. Go to the JIRA "Manage Versions" Administration pages (https://issues.apache.org/jira/plugins/servlet/project-config/LUCENE/versions)
and {https://issues.apache.org/jira/plugins/servlet/project-config/SOLR/versions}, click on
the release date field for the version you just released, put in the release date, and then
click the "Update" button.
- 1. Go to JIRA search and find all issues that were fixed in the release you just made,
whose Status is Resolved, and do a bulk change to close all of these issues. Uncheck the box
that says "send an email for these changes".

and fixVersion of the release you just made, and do a bulk change to the fixVersion to be
both the trunk version and the next version on the branch you just released from. Uncheck
the box that says "send an email for these changes".
